PUBLIC LEGAL NOTICE

Mr. Fabien Lecler illegally claims to be running the OFFICE OF INTERNATIONAL COMPANIES of Anjouan ( BUREAU DES COMPAGNIES INTERNATIONALES ) and additionally, illegally calls himself, the President of the Bank of Anjouan from where he issues the Offshore Licenses.

This bank does not exist in Anjouan, but Mr.Lecler purports to have an office with a false address of this bank in Anjouan. He is taking money from innocent clients throughout the world by selling them bank licenses and other offshore licenses. The courts in Anjouan have an unsatisfied arrest warrant against him dating back to September 2003.

Licenses which Mr. Lecler and his companies have issued since 1999 are illegal and not recognised by any Government authority in Anjouan, nor has he ever had the legal authority to sell any Anjouan financial services. His refusal to hand over his clients records, (which is a necessary requirement in order for the Offshore Finance Authority to carry out necessary due diligence), is an illegal act and the police and relevant bodies have been informed.

We will issue legal notices to any web-hosting companies that are hosting companies which are illegal and have no authorisation to sell or promote Anjouan financial services.

Both the Government of Anjouan & Global Bank Limited, together with Mr J. Hon, Chairman of the Global Group in London are currently engaged in legal proceedings against Mr. Lecler and his company, Anjouan Services as a result of his persistent defamatory publications against both parties and their agents. Lawyers have commenced action to compel Mr. Lecler to cease the repetition of further publication of these erroneous statements.

The only body that has the right to issue these services in Anjouan are Anjouan Corporate Services Limited ( www.anjouancorporateservices.com ) which is the registered and only authorised agent that has been granted permission by the Anjouan Offshore Finance Authority.

Anyone who has paid fees for any licenses, or received illegal documents for the formation of International companies, should immediately report to us at legal@anjouan.gouv.km
